Report: Louisiana’s 2013-17 Early-Onset Dementia and Alzheimer’s Disease Diagnosis Rate Among Nation's Highest

BATON ROUGE, La. – Blue Cross and Blue Shield of Louisiana has promoted David Lambert to Vice President of Actuarial.

Lambert has been with Blue Cross since 2002 and has held various analytical and leadership roles in the insurer’s Finance division. Beginning as an Actuarial analyst, Lambert advanced to manager of Group Actuarial, then on to become director of Forecasting and Group Actuarial Operations. 

Lambert has extensive experience in actuarial risk assessment and budget projections, and has long been involved in Blue Cross’ rate-setting processes. He will begin his role as vice president of Actuarial on April 16 and will report to Brian Small, Senior Vice President and Chief Actuary. 

In his vice president role, Lambert will oversee forecasting, budgeting and rate-setting operations within Actuarial. He will also work closely with staff in the Provider Reimbursement, Clinical Solutions, and Care Delivery departments to provide financial insight into development of alternative payment models. These models, which reimburse healthcare providers based on performance rather than traditional fee-for-service arrangements, are key to Blue Cross’ move toward greater value-based reimbursement. 

Lambert has a Bachelor of Science degree in mathematics with a concentration in actuarial science from Louisiana State University.
